Kelsey Park, Lubbock

South Lubbock · 79423 · Lubbock-Cooper ISD · a master-planned community guide from Bre Brossman, REALTOR®

Most Lubbock subdivisions start with a street grid and add a park if there is room. Kelsey Park was drawn the other way around. The developer's master plan puts Kelsey Vines Memorial Park in the middle — more than 80 acres, with over a mile of walking trail — and arranges approximately 800 single-family lots around it.

That one decision explains most of what buyers notice here: the lots that back to open green space, the way each section feels distinct, and why "Kelsey Park" is really several neighborhoods sharing one name, one association, and one school district.

It is several neighborhoods, not one

Kelsey Park sits in south Lubbock, south of 130th Street between Indiana and Quaker Avenues, and it was built in named sections. As of October 2026, the developer's master plan lists them this way.

Phases 1 through 4, the Enclave, and the Estates are shown as sold out. That does not mean nothing is for sale there. It means the developer has no lots left to release, so what comes up is resale homes and whatever builders still hold.

Eastwick and The Cove at Eastwick are the sections still shown as available. They sit side by side between Indiana and Memphis Avenues — Eastwick along 141st to 143rd Streets, The Cove between 144th and 146th.

Two lot styles, and why it matters

The two open sections are built differently, and it is the kind of difference you live with every day.

Eastwick: the developer's general lot size is 70 feet wide by 120 deep, and the homes are rear entry with paved alleys. The garage goes behind the house, and the street side is all front elevation. Twenty-four of the Phase 1 lots back directly to Kelsey Vines Memorial Park.

The Cove at Eastwick: lots run 60 feet by 115, and the homes are front entry. A slightly smaller lot, the driveway out front, and no alley behind you.

Neither is better. Rear entry gives you the cleaner streetscape; front entry gives you a simpler lot. Walk both before you decide — it is a preference most people do not know they have until they stand in each one.

Who builds here

Kelsey Park has never been a one-builder community. Ventura Homes, the builder I know best, lists two communities here: The Enclave at Kelsey Park and Eastwick at Kelsey Park. If you are comparing plans, all 25 Ventura floor plans are on this site, and this page explains how I work with Ventura buyers.

One rule applies to every builder, here and everywhere: if you want your own agent, bring me in before your first visit to the model or sales office. Many builders register a buyer's agent at that first visit, and it is much harder to add one afterward. Asking first costs you nothing.

Lubbock-Cooper ISD — confirm by address

Kelsey Park is in Lubbock-Cooper ISD, and Lubbock-Cooper Central Elementary is close by on 135th Street. The district publishes address-searchable attendance maps, and it has announced a gradual move to a feeder system beginning with the 2027–28 school year. The campuses assigned to an address today may not be the ones assigned a few years from now, so check the exact address against the district's own map before you write an offer — not against a listing page, and not against this one.

The association, and the numbers I won't print

Kelsey Park has a homeowners association, and the developer directs owners to Hawk Ize Management for it. Dues, transfer fees, and any capital contribution change over time, so get the current schedule in writing for the specific lot before you rely on a figure from any website.

The same goes for prices. This community spans very different tiers by section, builder, and lot, and one range stretched across all of them tells you nothing about the house you are considering. Ask me for a live pull on the section you are shopping — no obligation. For the market around it, The Lubbock Index carries the current Lubbock numbers monthly.

Working with a REALTOR® in Kelsey Park

New construction looks simple and isn't. On a Kelsey Park build I am walking you through the builder's contract, which is not the standard resale form, checking what is and is not included at the quoted price, and comparing the lot you like against the ones that back to the park or to a busier street. In the sold-out sections it becomes a resale conversation: condition, updates, and how that home compares with new construction a few blocks away.
